In preparation for the Blue line extension project – Upcoming changes to Le Boulevard shopping centre

Work on the future métro station located at the intersection of Pie-IX Boulevard and Jean‑Talon Street East will begin in a few months, and changes will be made to Le Boulevard shopping centre to accommodate this major construction site and better meet the needs of customers. Transimmobilier and the STM, as well as all partners of the Blue line extension, aim to promote and maintain a retail offering and a pleasant shopping experience, while creating conditions conducive to the successful completion of the Blue line extension, in preparation for commissioning in 2029.

The shopping centre will remain open and accessible at all times during the work needed for the entry below ground of the tunnel boring machine (TBM) and the construction of the métro station. Prior to the start of work for the extension, changes will be made over the course of 2023 and 2024. Every effort will be made to promote easy access to the shopping centre and limit the impact on mobility in the area, in particular by redesigning the accesses from Pie‑X Boulevard to take the worksite setup into account. The work will group together the various commercial spaces in the eastern portion of the building, while the western portion will become a worksite.

Upcoming changes

  • Refurbishment of the parking lot, including the movement of signs and the redesign of accesses: spring and summer 2023
  • Refurbishment of the building’s secondary entrances (entrances A and B), which will become the main entrances over the course of the project: fall 2023 and winter 2024
  • Partial deconstruction of the shopping centre area in the former Meubles RD store currently occupied by Urban Planet, the former SAQ, the current Jean-Coutu location, and the five spaces south of Jean Coutu: starting in early 2024

This strategy is required to establish the parameters needed to set up the two major worksites related to the Blue line extension at the site:

  • TBM: The launch pit and emergency exit will be excavated first. Parts of the TBM will then be inserted into the pit, and the assembly will take place underground. Once the TBM is in operation, the emergency exit will be used to remove the muck and transit the concrete segments of the tunnel as the TBM continues to move forward from west to east.
  • Construction of the station: Once the TBM has left the Pie-IX area, the station worksite can be set up at the launch pit location, which will become the future main entrance building. The emergency exit will continue to be used to remove muck and transit the concrete segments of the tunnel.

Exercises conducted with all partners optimized the surface required for the partial deconstruction, which was the best strategy for staying on schedule, ensuring the sound management of public funds and maintaining a safe and vibrant commercial hub for business owners and their customers. The planned right of way is the minimum required to meet the operational needs of the project and maintain a suitable surface area for commercial activity.

Mitigation measures will be implemented to minimize the impact on mobility in the area. These aspects will be featured in detailed presentations for the general public as the extension worksite setup approaches.

This preparatory work at the Le Boulevard shopping centre is another tangible sign that the Blue line extension is moving forward as the final push begins before this major project, which will ultimately change mobility in the east end of Montréal, gets underway.
