STM presents its 2025 strategic organizational plan: excellence in mobility
The STM univeiled today the details of its 2025 strategic organizational plan, aiming for excellence in mobility.
Montréal, August 29, 2017 – With the mayor of Montréal, Denis Coderre, in attendance, the chairman of the Société de transport de Montréal (STM) board of directors, Philippe Schnobb, and STM chief executive officer, Luc Tremblay, introduced the Plan stratégique organisationnel 2025, STM’s strategic organizational plan for 2025.
Banking on the positive momentum enjoyed by public transit, as well as an evolving context that provides major opportunities for contributing to the development of Montréal, this strategic organizational plan was prepared to meet the growing expectations of its customers and the public in general.
« This new strategic organizational plan will serve to enhance the offer of service for all Montrealers. That’s in addition to all the recently announced projects that will bring a new era for public transportation to the greater metropolitan area. Think of the Réseau électrique métropolitain (REM) and even the new Bellechasse bus garage, The Plan stratégique organisationnel 2025 is yet another step in that direction and helps position Montréal as a leader on the world stage », explained the mayor of Montréal, Denis Coderre.
« The strategic organizational plan gives promise to a better integration between transportation modes. By working with the city of Montréal and the ARTM toward developing combined mobility, STM wants to help make it possible for people to custom design how they get around the city. Whether by métro, commuter train, bus, BIXI bike, self-serve car or taxi, the goal is to promote sustainable rides and make them easier », added Mr. Aref Salem, responsible for transportation with Montréal’s executive committee.
A responsible plan in balance with new realities
The Plan stratégique organisationnel 2025 aims for excellence in mobility and rests on four strategic orientations:
- Improving the customer experience
- Adapting the organisation to evolving governance
- Bringing finances under control
- Attracting, developing and mobilizing talent
In accordance with its obligations under An Act Respecting Public Transit Authorities, STM was required to update its last strategic plan for 2020, approved in 2012. That work had been underway since 2015 and became a reality when the shift toward improving the customer experience was initiated. The PSO 2025 rests on those foundations, including the Communauté métropolitaine de Montréal (CMM) land use and development plan, the Québec government’s 2015-2020 action plan for transportation electrification, the downtown strategy, in addition to the commitments made by Montréal, the governments of Québec and Canada, particularly in terms of reducing greenhouse gas emissions.
« With the massive investments in transportation infrastructure announced by government and the creation of the Autorité régionale de transport métropolitain (ARTM), we feel that STM is at a crucial moment in its history. Indeed, the new governance will allow STM to fully assume its role as the leader in mobility as a transit operator. Furthermore, structuring projects, such as the in-depth review of the transit network and combined mobility, will reshape the travel habits of hundreds of thousands of people. Paired with an improved level of service and customer experience found in STM’s transit system, public transportation will more than ever prove to be a strong point for the community », added STM board chairman, Philippe Schnobb.
Six main initiatives
STM has set an ambitious vision for itself with offering excellence in mobility. It intends to specifically focus on six major initiatives:
- An unprecedented improvement in métro service
- An updated bus system
- An improved paratransit service and a more accessible transit system
- Investments of $8 B for reliable, quality service
- A solution to the issues with major road works
- A renewed mobility
« STM will also contribute to the electrification of transportation. The strategic organizational plan makes it clear that, no later than 2025, STM will be purchasing 100% electric buses featuring the best technologies available. By then, STM plans on buying air-conditioned hybrid buses », stated Ms. Elsie Lefebvre, associate councillor for transportation, responsible for the city of Montréal’s strategy for electrification and vice-chair of STM’s board.
« With the growing numbers of key players in sustainable mobility and evolving technologies, people expect more. Transit users want to experience a pleasant ride, easy transfers between modes, better frequency of service, on-time arrivals, quality information for customers, integration with new technologies and greater accessibility. In short, customers are looking for excellence, from start to finish. STM understands that and is doing what it takes to do so », said STM chief executive officer, Luc Tremblay, in closing.
