Procurement of métro railcars
STM initiates a new international call for public tenders


Montréal, July 13, 2010
At a special meeting held today, members of the Board of Directors accepted the recommendations of experts from the STM and its project bureau (composed, among others, of engineers and specialists from SNC Lavalin, Tecsult and Dessau), who acknowledge that the expression of interest by Construcciones y Auxiliar de Ferrocarriles S.A. (CAF) meets the requirements of the Ministerial authorization issued April 27, 2009, and of the international notice of intent issued by STM on January 22, 2010. Consequently, the Board has instructed STM executives to initiate an international call for public tenders for the procurement of 765 rubber-tired railcars with purchase options for 288 additional metro cars.

Operational, technical and financial experts from STM, in addition to those from SNC Lavaliln, Tecsult and Dessau, based their recommendation on their own studies and analyses, as well as on the conclusions reached in a report by Hatch, Mott, MacDonald and Booz Allen Hamilton (Hatch), independent firms recognized worldwide for their rolling stock expertise. The report concludes that CAF has demonstrated «full compliance» with applicable requirements. Based on its own comprehensive analyses and the Hatch report, STM has concluded that CAF meets the requirements of the Ministerial authorization and Notice of intent. Consequently, and in the public’s best interest, STM has instructed the project bureau team to immediately begin preparations for a call for public tenders. The latter is expected to be published on the international market next fall, in accordance with the requirements of the Ministerial authorization.
